    10月28日,《中共中央关于全面推进依法治国若干重大问题的决定》发布。在这篇1.6万字的文件中,许多新的概括、新的提法、新的名词,让人耳目一新。《决定》提出,将每年12月4日定为国家宪法日。

    The Decision of the CPC Central Committee on Several Major Matters Concerning the Advance of Rule of Law on All Fronts was promulgated on October 28. The 16,000-word document contains many new generalizations, new concepts, and new terms, refreshing to people. The Decision has made December 4 of each year the National Constitution Day.

    MOHRSS: Minimum Wage Standards Increasing by 14.1% in the First 9 Months on Average

    人社部新闻发言人李忠日前表示,截至9月底,全国共有17个地区调整了最低工资标准,平均调增幅度14.1%。虽然增长幅度达到了两位数,但是14.1%仍是近年最低水平。

    Spokesman of the Ministry of Human Resources and Social Security recently said that, as of the end of September, a total of 17 regions nationwide adjusted minimum wage standards, with an increase of 14.1% on average. Despite reaching double digits, 14.1% is still the lowest in recent years.

    日前出台的《广州市退休人员社会化服务管理规定(草案征求意见稿)》规定,退休人员与原单位因社会保险统筹项目外的福利待遇等问题发生纠纷,若因处置不力,造成严重群体性事件的,按相关规定对单位直接负责的主管人员和直接责任人员给予处分。

    The Management Regulations of Guangzhou on Socialized Services of Retirees (Exposure Draft) has been recently released. According to the document, where disputes occur between retirees and original employing unit regarding welfare and benefits beyond coordinated items of social insurances, which lead to serious mass incidents due to poor handling, the supervisor and manager directly responsible for such matters in the original employing unit will be penalized.

    Hainan: Small and Micro Enterprises Can Get Social Insurance Subsidies If Recruiting Local Hukou Fresh Graduates

    海南省近日印发发文提出,经认定的小微企业当年新招用具有本省户籍的毕业年度高校毕业生,签订一年以上期限劳动合同并按时足额缴纳社会保险费的,按实际招用人数,对企业缴纳的社会保险费给予全额补贴,享受待遇期限执行至2015年12月底。

    Hainan recently issued a document, stating that recognized small and micro enterprises, if recruiting local Hukou fresh college graduates in the year and signing a labor contract with a term over one year while paying social insurance premiums in full amount in time, will be given full subsidies for social insurance premiums based on the number of recruited fresh graduates. The period to enjoy such a preferential policy will be to the end of December 2015.

    汇丰银行日前公布的一份报告显示,在中国,76%在中国的外籍人士到中国后购买能力增加,约1/4的外籍人士年工资超过了30万美元,这个数字超过了任何国家外籍人士收入的比例。

    A report recently released by HSBC shows that, 76% of foreign workers will see a significant increase in their purchasing power after arriving in China, and over 1/4 of them have an annual salary over USD 300,000, far exceeding the level of foreign workers in any other countries.

    人社部新闻发言人李忠日前介绍,2014年1-9月,全国城镇新增就业人数1082万人,同比多增16万人。同时,三季度末城镇登记失业率为4.07%。

    Li Zhong, spokesman of the Ministry of Human Resources and Social Security, recently said that in January to September 2014, a total of 10.82 million new jobs were created in urban areas of China, representing an increase of 160,000 year-on-year. Meanwhile, the registered urban unemployment rate at the end of the third quarter was 4.07%.
