  • 李克强:降低国外人才引进门槛

    Premier Li Keqiang: Lower foreign talent introduction threshold

    国务院总理李克强近日指出,中国将全面加大人才引进来和走出去双向开放力度,降低国外人才引进门槛,简化投资兴业、出入境等手续,让拿“绿卡”更加便捷、创业就业一路畅通、程序公开透明。

    Premier Li Keqiang pointed out recently that China will comprehensively strengthen the two-way opening effort to introduce talents and go global, lower the foreign talent introduction threshold and simplify the formalities such as investment and exit and entry, to make the acquisition of “green card” more convenient, business start-up and employment smooth and the procedure open and transparent.

    National standards established for job fairs and talent assessment

    《现场招聘会服务规范》、《人才测评服务业务规范》两项国家标准,经国家质检总局、国家标准化管理委员会批准,将于2015年7月1日实施。

    The national standards “Onsite Job Fair Service Specifications” and “Talent Assessment Service Specifications”, approved by the General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of China, will come into effect on July 1, 2015.

    The Ministry of Human Resources and Social Security: Promote civil servants to participate in medical insurance

    人社部近日透露,今年将利用机关事业单位养老保险改革的契机,推进公务员参加医疗、工伤、生育保险。工伤保险将以建筑业为重点展开扩面,今年各地新开工建设项目要实现100%参保。

    The Ministry of Human Resources and Social Security disclosed recently that it will promote civil servants to participate in medical care, work-related injury and birth insurances this year by the opportunity of reforming the government organization and institution endowment insurance. The work-related injury insurance will be extended from the construction industry as the key point, and the newly-commenced construction projects shall be involved in 100% insurance throughout the country this year.

    Provinces establish employee welfare standards

    据报道,目前至少15个省份制定了职工具体福利标准。对于逢年过节慰问品的发放,江苏、天津、安徽、山东、福建、广西等地规定,每位会员全年所有节日慰问合计总额不得超过1000元,而慰问形式主要是实物。

    It is reported that at least 15 provinces established the specific welfare standards for employees at present. Regarding of granting festival gifts for care and concern, it is stipulated in Jiangsu, Tianjin, Anhui, Shandong, Fujian, Guangxi and other provinces that the total amount of all festival gifts for each member is not allowed to exceed RMB1,000 in a year, and the gift form is mainly in kind.

  • 非京户籍职工办婚育证明不用回原籍

    Employees without Beijing hukou need not return to the native place to transact marriage and birth verification

    北京市卫计委公布了《北京市外地来京人员生育服务联系单办理补充规定》。补充规定首次明确了婚育证明出具主体应该为本市工作单位,而户籍地有责任出具是否符合计划生育政策的证明。新规将于3月1日起执行。

    Beijing Municipal Commission of Health and Family Planning issued the Supplementary Provisions for Beijing Migrant Workers to Transact Maternity Service Contact Form. The Supplementary Provisions first clarified that the main body to issue marriage and birth veriifcation should be the work unit and the place of household registration is responsible for issuing the certificate whether or not to conform to the family planning policy. The new policy will take effect on March 1.

    The human resource management data research institute PXC recently released the 2014 Shenzhen Salary Management White Book showing that the salary growth for Shenzhen front-line production workers exceeded 15% in 2014.

    The international professionals recruitment consultant company Robert Walters recently released the 2015 Employee Research Analysis showing that 71% people want to change jobs, of which, people who have no promotion opportunity account for 59.4%, those who are interested in new industries or posts take up 15.3%, those who feel they stay too long in the present company make up 7.6% and those who feel the salary is too low only occupy 10.3%.

    南京市人社局近日透露,今年南京将继续提高医保的报销比例,城镇职工医保和城镇居民医保制度范围内住院费用报销比例将分别达到85%和75%。

    Nanjing Municipal Human Resources and Social Security Bureau recently revealed that Nanjing will continue to increase the medical insurance reimbursement proportion this year and the hospitalization expense reimbursement proportions within the scope of the urban employee medical insurance system and the urban resident medical insurance system will reach 85% and 75% respectively.
