社保缴费思考

Reflections on social insurance contribution

这两起集体性事件均与社保缴费问题有关。同样是社保缴费,两家企业的员工却做出了截然相反的选择,这背后折射出来的问题值得我们思考。

Those two mass events are related to social insurance contribution. However, the employees of two enterprises involved have made totally different choices regarding social insurance contribution. The problems reflected by those events are worth pondering.

  • 国务院:10月起降低工伤和生育保险费率

    State Council: To lower the work-related injury and maternity insurance premium rates from October

    国务院总理李克强日前主持召开国务院常务会议,决定降低工伤和生育保险费率,进一步减轻企业负担。会议决定,从10月1日起,将工伤保险平均费率由1%降至0.75%,将生育保险费率从不超过1%降到不超过0.5%。

    Premier Li Keqiang recently presided over the executive meeting of the State Council and decided to lower the work-related injury and maternity insurance premium rates and further ease the burden on enterprises. The meeting decided to reduce the average work-related injury rate to 0.75% from 1% and the maternity insurance premium rate to less than 0.5% from less than 1% from October 1.

  • 养老基金入市方案出征求意见稿

    The exposure draft of the old-age pension fund investment scheme issued

    人力资源社会保障部和财政部会同有关部门起草了《基本养老保险基金投资管理办法》向社会公开征求意见。根据办法,养老基金投资股票、股票基金、混合基金、股票型养老金产品的比例,合计不得高于基金资产净值的30%。且限于境内投资。

    The Ministry of Human Resources and Social Security and the Ministry of Finance joined with relevant departments to draw up the “Management Method for Basic Endowment Insurance Fund Investment” to solicit opinions from the public. According to the Method, the total proportions of the pension fund invested in stocks, equity funds, mixed funds and stock-type pension products are not allowed to exceed 30% of the net value of the fund assets, only limited to domestic investments.

    北京近日公布了2015年企业工资指导线。目前全国已有8个省(区、市)发布了2015年的企业工资指导线。与去年相比,这些地区的工资指导线无一上调,涨幅均为持平或下降。

    Beijing recently released the 2015 corporate salary guideline. At present, there have been 8 provinces (regions and cities) releasing the 2015 corporate salary guideline nationwide. Compared with last year, none of the salary guidelines in these areas is raised and the growths are all level off or falling.

    The world’s largest employer: Wal-Mart ranks the third

    根据世界经济论坛发布的研究报告显示,拥有320万名雇员的美国国防部是全球最大的雇主,拥有320万名雇员。中国人民解放军凭借230万的人数排名第二位。沃尔玛和麦当劳排名第三位和第四位,分别拥有210万和190万名员工。

    According to the research report released by the World Economic Forum, United States Department of Defense owning 3.2 million employees is the world’s largest employer. The Chinese People’s Liberation Army ranks the second by the number of 2.3 million people, followed by Wal-Mart and Macdonald’s at the third and fourth places with 2.1 million and 1.9 million employees respectively.

    人力资源和社会保障部昨天发布了《中国社会保险发展年度报告2014》。这是我国首次公开发布的社会保险发展状况的年度报告。截至去年底,我国共有8.4亿人参加了基本养老保险。去年企业离退休人员月人均养老金为2061元。

    The Ministry of Human Resources and Social Security yesterday issued the Chinese Social Insurance Development Annual Report 2014, which is the social insurance development annual report that China openly released first. By the end of last year, there are a total of 840 million people joining the basic endowment insurance and the monthly per capita pension of retired enterprise staff was RMB2,061 last year.

    国家统计局上海调查总队日前发布的一份报告显示,51.5%的受访家长希望子女进机关事业单位,27.8%希望进国有企业,14.6%希望进外资企业,仅有2.2%希望进私营企业。

    The Shanghai Survey Office of the National Bureau of Statistics recently issued a report showing that 51.5% respondent parents hope their children can join public institutions, 27.8% and 14.6% parents hope their children can enter into state-owned enterprises and foreign enterprises respectively, and only 2.2% hope to join private enterprises.

    上海市自7月1日起调整住房公积金缴存基数和月缴存额上下限。2015年度住房公积金月缴存额上限为2290元,比2014年度增加了174元。

    Shanghai adjusted the upper and lower limits of the housing provident fund deposit base and monthly deposit amount from July 1. In 2015, the upper limit for the monthly deposit amount of the housing provident fund is RMB2,290, increasing by RMB174 on a year-on-year basis.

    发改委近日制定了《输配电定价成本监审办法(试行)》。办法规定,职工福利费、住房公积金、职工教育经费、工会经费最高不得超过计入定价成本的工资总额的14%、12%、2.5%和2%。

    The National Development and Reform Commission recently formulated the “Supervision and Examination Methods for Power Transmission and Distribution Pricing Cost (trial)” stipulating that employees’ welfare expense, housing provident fund, personnel education fund and labor union expenditure are not allowed to exceed 14%, 12%, 2.5% and 2% of the total wage counted in the pricing cost.
