Problems from work-related injury management of new comers

在“社保空档期”,用人单位无法保障劳动者不发生工伤事故,一旦发生意外事故,应当有谁来承担责任?如果意外事故属于工伤,应按什么样的标准确定工伤保险待遇?

During the “interval of social insurance”, it is unavailable for the employer to ensure that the employee shall be exempted from any work-related injuries. In case of any accidents, who shall be required to bear such responsibilities? If the accident belongs to the work-related injuries, which standard shall be adopted to determine the work-related injury insurance treatment?

    人社部部长尹蔚民日前表示,我国是目前世界上退休年龄最早的国家,平均退休年龄不到55岁。经中央批准后,人社部将向社会公开延迟退休改革方案,通过小步慢走,每年推迟几个月,逐步推迟到合理的退休年龄。

    Yin Weimin, Minister of Human Resources and Social Security, recently said that China is the country with the earliest retirement age in the world and the average retirement age is less than 55 years old. After being approved by the central government, the Ministry of Human Resources and Social Security will make public the retirement postponement reform scheme to the society and gradually postpone to the reasonable retirement age through slowly delaying several months every year.

    Guangzhou plans to carry out the provident fund subsidized loan

    广州住房公积金管理中心透露,公积金贴息贷款政策已获批,预计最快可在十月底执行。其中,上调最高可贷额度已是“板上钉钉”。

    Guangzhou Housing Provident Fund Management Center disclosed that the provident fund subsidized loan policy has been approved, expected to be implemented at the end of October at the soonest, of which, raising the highest loanable limit has been final.

    中国人民大学就业研究所向外发布的报告称,中国就业景气指数已经从第二季度的2.03下跌到了1.96。当前的就业风险主要体现为国企的隐形失业,而公开失业则表现为外企裁员。

    The Employment Research Institute of Renmin University of China released a report claiming that China’s employment booming index has dropped to 1.96 from 2.03 in the second quarter. The current employment risks are mainly reflected in the disguised unemployment of state-owned enterprises, and open unemployment is reflected in the layoffs of foreign enterprises.

    国家统计局新闻发言人盛来运介绍,前三季度新增就业超额完成全年的计划目标,9月份调查失业率数据是在5.2%左右,比前两个月稍微有上升。

    Sheng Laiyun, spokesman of the National Bureau of Statistics, introduced that the newly increased employment in the first three quarters outperformed the annual planned target and the investigated unemployment rate data was around 5.2% in September, slightly rising than the first two months.
