    Shenzhen Social Bureau of Human Resources and Social Security: roughly 300,000 businesses can apply for subsidies

    近日,深圳市人力资源和社会保障局发布《关于做好失业保险支持企业稳定岗位有关工作的通知》,符合条件的企业需要自行登录深圳市社保机构网站(www.szsi.gov.cn)申报系统,要在2016年6月30日前提出申请。

    Recently, the Shenzhen Bureau of Human Resources and Social Security issued the “Circular on implementing the unemployment insurance policy to support enterprises to stabilize the posts”, qualified enterprises need to log onto the application system of Social Bureau of Human Resources and Social Security website (www.szsi.gov.cn) and submit application prior to June 30, 2016.

    Ministry of Human Resources and Social Security: living expenses for workers having early retirement due to overcapacity reduction are paid by enterprises

    人力资源和社会保障部副部长信长星表示,做好化解过剩产能中职工安置工作的文件即将出台,对距法定退休年龄五年以内、再就业有困难的职工可实行内部退养,由企业发放生活费,并缴纳基本养老和医疗保险费。

    Human Resources and Social Security Deputy Minister Xin Changxing said the document concerning the placement of workers laid off due to the settlement of overcapacity is in the pipeline. The employees who reach statutory retirement age within five years and face difficulty in re-employment can have early retirement, with the living expenses paid by the enterprises. The enterprises also pay the premiums for basic endowment and medical insurances.

    人社部出台的《劳务派遣暂行规定》于3月正式结束两年过渡期,《规定》要求企业使用的被派遣劳动者数量不得超过用工总量的10%,劳务派遣单位及用人单位违反相关派遣规定将受罚。

    The two-year transitional period of the “Interim Regulations on Labor Dispatching” unveiled by the Ministry of Human Resources and Social Security officially expired in March. The “Regulations” require that the number of dispatched employees engaged by an employer shall not exceed 10% of the total staff. The labor dispatching units and the employers in violation of regulations on dispatching will be punished.

    Individual income tax reform program submitted to the State Council

    针对社会关注的“个税起征点是否还会上调”问题,财政部部长楼继伟表示,在工薪所得项下持续提高减除标准不是个税改革方向。目前个税改革方案已提交国务院,今年将把综合与分类相结合的个人所得税法草案提交全国人大审议。

    Regarding the hot-button issue of “whether the tax threshold for individual income will be adjusted upwards”, the Finance Minister Lou Jiwei said that it is not the objective of the reform to further curtail deduction criteria under the wage income category. Currently the individual income tax reform program has been submitted to the State Council. The draft law on individual income tax combining the comprehensive and specific categories will be submitted to the National People's Congress of China this year for deliberation.

    A recent survey shows that 88.2% of respondents desire to enjoy the 2.5-day leave, and 43.6% support the plan that the employers which hardly offer paid leave implement the 2.5-day leave, while 73.7% of respondents throw doubts on whether the policy can be carried out.

    政府工作报告提出,2016年将继续提高退休人员基本养老金标准。提交审查的预算报告写明,自2016年1月1日起,按6.5%左右提高企业和机关事业单位退休人员养老金标准,并向退休较早、养老金偏低的退休人员和艰苦边远地区企业退休人员适当倾斜。

    The Report on the Work of the Government proposes that standards for basic pensions for retirees will be boosted in 2016. The budget report submitted for review states that as from January 1, 2016, standards for pension for retirees with enterprises, government organs and public institutions will be enhanced by 6.5% or so, with priority appropriately titled towards the retirees having early retirement and relatively low pensions and the retirees from enterprises located in outlying or poverty-stricken areas.
