  • 7省规定企业可开除超生员工

    7 provinces provide that enterprises may dismiss their employees having more children than the regulations on population and family planning stipulated

    全国已经有29个省份陆续修订了本地的计生条例。其中,14省份的计生条例规定,公职人员违反计划生育政策超生,可以开除。此外,目前有7个省份的计生条例规定企业对超生员工可以开除。这7省是:海南、广东、福建、浙江、江西、贵州、云南。

    The governments of 29 provinces and municipalities directly under the central government have revised their respective regulations on family planning. It is provided in the regulations on population and family planning of 14 provinces that civil servants having more children than the regulations on population and family planning stipulated may be dismissed. In addition, it has been provided in the regulations on population and family planning of 7 provinces recently that enterprises may dismiss their employees having more children than the regulations on population and family planning stipulated. The 7 provinces are: Hainan Province, Guangdong Province, Fujian Province, Zhejiang Province, Jiangxi Province, Guizhou Province and Yunnan Province.

    Guangdong: Early retirement is available for the unemployed who will be retired within 5 years and have difficulty in re-employment

    广东省人社厅官网近日《关于全省国有企业出清重组“僵尸企业”职工安置工作的指导意见》,对距法定退休年龄不足5年、再就业困难的职工,经本人申请、企业同意并签订内部退养协议后,可以办理内部退养,由企业按月发放基本生活费。

    Recently, Guangdong Provincial Human Resources and Social Security Department has released the Guidance on Placement for Employees in the Process of Eliminating and Restructuring “Zombie Enterprises” among State-owned Enterprises in the Whole Province on its official website. The Guidance has stipulated that the unemployed who will be retired within 5 years and have difficulty in re-employment may transact the formalities concerning early retirement after the unemployed apply for the early retirement. After the enterprises agree with the application and sign agreements on early retirement with the unemployed, the enterprises will issue basic allowances to the unemployed monthly.

    Zhejiang Province: Paid internship may be available for college and university graduates

    近日,浙江省人力社保厅和省财政厅联合印发了《浙江省高校毕业生就业见习管理暂行办法》,高校毕业生可去见习基地进行一定期限的实践训练,并享受“带薪”见习。该《办法》于11月1日起施行。

    Recently, Zhejiang Provincial Human Resources and Social Security Department and Zhejiang Provincial Department of Finance have jointly printed and issued the Interim Measures for the Administration of Internship in Employment of College and University Graduates in Zhejiang Province, which provide that college and university graduates may accept certain term of practice training in internship bases, and are entitled to “get paid”. These Measures will be implemented as from Nov. 1.

    国务院近期印发意见提出,将城镇私营单位在岗职工平均工资纳入缴费基数统计口径范围。这意味着,社保缴费基数将有所降低,低收入者到手工资有望增加。

    The opinion issued by the State Council recently proposes to include the average wage of on-post staff in urban private enterprises in the scope of statistical caliber of contribution base. That means the contribution base of social insurance premium will lower to some extent, and it is expected that the take-home pay of low-income earners will increase.

    According to a report, the fresh graduates who are willing to stay at first-tier cities have decreased to 36% from 51% three years ago, and 44% of the fresh graduates hope to work in second-tier cities, increasing by 8% compared with that of last year.

    In accordance with the Report on Status Quo of New Blue-collar Workers Born after 1995, 40.8% of women born after 1995 have become new blue-collar workers, and the percentage is 4% higher than that of the men born after 1995. The income of the new blue-collar workers is relatively low, with the average wage of RMB 3,417, and less than 20% of them is entitled to accumulation fund. They work for 9.4 hours per day on average, and only 10.7% of them have two-day weekend.

    On the 29th day, 17 quasi-undergraduates of Southern University of Science and Technology of China are enrolled in 2013 signed agreements with Huawei, being employed by Huawei in advance of their graduation. It is revealed that the 17 quasi-undergraduates will have annual salary around RMB 200,000 upon entry.

    Recently, zhaopin.com has released the report on demand of employers and supply of white-collar talents in the fall of 2016 in China. According to the report, as at the end of September, the competition index of supply and demand of talents in the job seeking period in the fall of 2016 in China (competition index of supply and demand = number of resumes received/number of positions released) is 37.8. It means that 38 job seekers on average compete for a position.
