  • 中办、国办:允许科研人员和教师兼职兼薪

    General Office of the CPC Central Committee and General Office of the State Council: Scientific research personnel and teachers are allowed to take part-time jobs and make extra gains

    近日,中共中央办公厅、国务院办公厅印发的《关于实行以增加知识价值为导向分配政策的若干意见》指出,允许科研人员和教师依法依规适度兼职兼薪,包括允许科研人员从事兼职工作获得合法收入和允许高校教师从事多点教学获得合法收入。

    Recently, Several Opinions on the Implementation of the Distribution Policy Oriented by the Increase of Value of Knowledge issued by General Office of the CPC Central Committee and General Office of the State Council have pointed that scientific research personnel and teachers are allowed to take part-time jobs and make extra gains reasonably, including scientific research personnel being allowed to take part-time jobs to obtain legitimate income and teachers of colleges and universities being allowed to engage in teaching in many schools or institutions to obtain legitimate income.

    部分人大代表提议:现行的劳动合同法注重保护劳动者的利益,而忽视了企业的权益,签订无固定期限劳动合同的规定不符合劳动者的实际情况,有失公平、公正,应当适当增加劳动者的违约成本。

    Some NPC representatives propose that: The existing labor contract law attaches great importance to protecting rights and interests of the employee, but ignores the protection of the employer’s rights and interests. Besides, it is unfair and unjust for the labor contract law to provide that a “flexible-term labor contract” shall be signed without taking the actual circumstance of the employee into consideration, and the cost of breach by the employee shall be properly increased.

    MOHRSS requires Jiangsu, Zhejiang,Shanghai and Guangdong to carry out labor docking with Northeast China

    人社部近日发布《关于开展东北等困难地区就业援助工作的通知》,要求组织江浙沪粤等省市与东北等困难地区开展劳务对接,帮助这些地区去产能中失业人员和长期停产停工企业职工跨地区劳务输出。

    MOHRSS recently issued the Notice on Carrying out Employment Assistance for Distressed Areas in Northeast China, requiring Jiangsu, Zhejiang, Shanghai, Guangdong and other provinces to carry out labor docking with distressed areas such as Northeast China to help the persons unemployed due to de-capacity and employees of enterprises subject to long-term shutdown in such areas to offer labor services to other areas.

    As Nov. 11 is just around the corner, the posts for recruiting courier saying “high wage, urgently wanted, food and accommodation being provided” on some recruiting websites become sticky posts frequently or are marked with “hot”. Information about an express enterprise which offers the monthly wage of “RMB 8,000 – RMB 12,000” shows that the company has 100-499 employees, and needs to recruit 19 couriers.

    经梳理发现,目前至少已有北京、上海、山东、山西、内蒙古、天津等15个省份的2016年企业工资指导线已经出炉。天津下限为3%。

    It is found through collating that at present at least 15 provinces, including Beijing, Shanghai, Shandong, Shanxi, Inner Mongolia and Tianjin have published their respective enterprise wage guidelines in 2016. The lowest increase rate of wage in Tianjin is 3%.

    根据国务院文件清理工作的统一部署,人社部对1949年至1986年期间制发的文件进行了清理,其中部分文件调整对象已消失、工作任务已完成、适用期已满、已有新规替代。近期,人社部宣布失效13份文件、废止77份文件。

    In accordance with the unified deployment of file cleanup made by the State Council, the MOHRSS has cleaned up the files made and released thereby between 1949 and 1986. Therein, the adjustment objects targeted by some files have disappeared, their tasks have been completed, their validity periods have expired and such files have been replaced by new rules. Recently, the MOHRSS has announced the invalidation of 13 copies of files and the abolishment of 77 copies of files.
