Our company has recently hired a foreign employee, for whom have we to contribute to the housing provident fund?


The foreign employee asked us not to contribute to the housing provident fund for him. Can we not contribute to the housing provident fund for him? What are the legal risks?

    On April 9, ZHANG Xingye, Director of the Planning, Finance and Foreign Affairs Department of the Ministry of Housing and Urban-Rural Development of the People's Republic of China (MOHURD), said on a regular policy briefing meeting of the State Council that, in order to implement decisions of the State Council Executive Meetings, MOHURD would adopt a variety of major policies, including extending the phased policy of appropriately reducing the contribution ratio of the housing provident fund by two years to April 30, 2020.

    On April 9, YOU Jun, Vice Minister of the Ministry of Human Resources and Social Security of the People's Republic of China, expressed on Monday to continue the policy of reducing the endowment insurance rate of enterprises from 20% to 19% that has been enacted since 2016.     Recently, the Japanese government promulgated a series of new laws on labor reform, in order to eliminate the bad practice of working overtime in Japanese enterprises. The new law stipulates that employees' overtime cannot exceed 45 hours per month in principle. If the work is really busy, the enterprise may apply to extend the overtime hours which must be controlled within 100 hours.
