  • 人社部、财政部:5月1日起继续降低社保费率

    MOHRSS & MOF: The rate of social insurance premiums will continue to decrease from May 1

    近日,人社部、财政部印发关于继续阶段性降低社会保险费率的通知。通知明确,自2018年5月1日起,按照《人力资源社会保障部财政部关于阶段性降低失业保险费率的通知》(人社部发〔2017〕14号)实施失业保险总费率1%的省(区、市),延长阶段性降低费率的期限至2019年4月30日。

    Recently, the MOHRSS and the Ministry of Finance issued the circular of continuing to reduce the rate of social insurance premiums stage by stage. Pursuant to the Circular of the Ministry of Human Resources and Social Security and the Ministry of Finance on Reducing the Rate of Social Insurance Premiums Stage by Stage (MOHRSS Doc. [2017] 14), provinces (municipalities and districts) adopting a 1% of unemployment insurance rate shall extend the period to reduce rate stage by state to April 30, 2019, as of May 1, 2018.

    4月27日,人社部新闻发言人卢爱红表示,各地要在5月31日前制定具体实施方案,报送人社部、财政部审批后实施,尽快将增加的养老金发放到退休人员手里。各地养老金调整发放到位的时间可能不尽相同,但无论什么时候发放到位,都是从2018年1月1日起补发。

    On April 27, LU Aihong, a spokesperson for the Ministry of Human Resources and Social Security, said that all parts of the country shall formulate a detailed implementation plan prior to May 31, whereby the additional old-age pension shall be granted to retirees as soon as possible, upon approval of MOHRSS and MOF. Although the time for granting the adjusted amount of the old-age pension may vary from region to region, the adjustment shall commence on January 1, 2018, regardless of the actual granting time.

    近日,北京住房公积金管理中心取消了多项原先要提交的证明材料,如异地购房提取北京公积金的,不用再提交“职工异地购房证明”和“基本养老保险证明”;入职新单位缴存住房公积金不满一年的员工,提取公积金不用再提交“基本养老保险证明”。

    Recently, Beijing Housing Provident Fund Management Center canceled a number of proof documents that are required before. For example, if an employee has purchased a house in a region other than Beijing, it will be no longer necessary to submit the "certificate of inter-region house purchase” to withdraw the housing provident fund in Beijing. For new-recruits who contribute the housing provident fund less than one year, there is no longer the need to submit the "certificate of basic endowment contribution".

    Shenzhen: The Measures for the Administration of Labor Ability Appraisal are introduced

    近日,深圳市出台《深圳市劳动能力鉴定管理办法》(下称《管理办法》),对劳动能力鉴定程序、监督管理、鉴定费用等做了具体规定。相较于已废止的《深圳市职工劳动能力鉴定办法》,在因工类方面,《管理办法》增加了与工伤保险直接相关联的工伤康复确认、工伤与病情关联性确认和因工死亡职工供养直系亲属的劳动能力鉴定。

    Recently, Shenzhen introduced the Measures of Shenzhen for the Administration of Labor Ability Appraisal (hereinafter referred to as these “Measures for the Administration"), which expressly prescribes procedures for labor ability appraisal, supervision and administration, appraisal fees, etc. Compared with the repealed Measures of Shenzhen for Employee Labor Ability Appraisal, in terms of work-related injuries, these Measures for the Administration includes the worked-related injury rehabilitation confirmation that’s related to work-related injury insurance, confirmation of the relevance between the work-related injury and the illness, and the labor ability appraisal on immediate family members supported by the deceased employee dying from work-related injury.

    Samsung Electronics Co., Ltd. based in Shenzhen will be de-registered in the coming days. Except 6 Korean executives, about 320 other employees will be laid off before the end of April. Samsung will compensate the laid-off employees according to China's relevant polices and the total number of compensation will reach RMB 20 million approximately.

    4月27日,人社部召开记者发布会,通报了2018年第一季度人社工作进展情况。其中向记者提到,一季度就业困难人员就业43万人,同比增加2万人,为历史同期最高。

    On April 27, MOHRSS held a press conference to notify the progress of its work in the first quarter of 2018. Reporters were told that the number of people experiencing employment difficulties reached 430,000 in the first quarter, an increase of 20,000 over the same period of last year and a record high compared to all the same periods in history.

    陕西省人社厅、省财政厅近日联合印发《关于调整陕西省失业保险待遇标准的通知》。从5月1日起,陕西省统一提高失业保险待遇标准,调整后,失业保险金最高标准从1260元提高到1512元,最低标准从1035元提高到1242元。

    The Department of Human Resources and Social Security and the Department of Finance of Shaanxi Province jointly issued the Circular on Adjusting the Unemployment Insurance Treatments of Shaanxi. As of May 1, Shaanxi Province will increase the unemployment insurance treatments uniformly. Upon adjustment, the maximum unemployment insurance benefit will rise from 1,260 Yuan to 1,512 Yuan and the minimum benefit from 1,035 Yuan to 1,242 Yuan.

    4月25日,日本经济团体联合会公布了2018年春季劳资谈判的初步统计结果。包括定期加薪和提高基本工资在内的主要企业月薪上调幅度平均为2.54%,较上年增加0.36个百分点。

    On April 25, Japan Business Federation announced preliminary statistics results on labor negotiations in the spring of 2018. On average, the monthly salary in major enterprises, including regular salary raise and the increase of basic salary, has increased by 2.54%, up 0.36% over the same period of last year.
