    Beijing unveils online authentication for non-Beijing residents to claim social insurance

    北京市自今年起,异地居住人员领取社保待遇的资格协助认证工作,将首次可以通过网上认证的方式进行。本市社保经(代)办机构将于2014年9月起暂停支付未按期反馈认证结果人员的社会保险(障)待遇。

    Beginning this year, Beijing allows residents from outside of the city to be able to go through online authentication for the qualification to claim social insurance. Beginning September 2014, the city's social insurance agency will halt social insurance payments to residents who have not submitted the authentication results during the appropriate time frame.

    The Department of Human Resources and Social Security of Henan Province has just released the "Provincial Enterprise Wage Guidelines for 2014". According to the document, this year's salary increase baseline is set at 15%, with no maximum limit prescribed and a minimum limit of 3.5%, representing a decrease of 0.5% from last year.

    河北省近日出台文件规定,房屋建筑和市政基础设施工程项目开工前,建设单位或施工总承包企业在银行开设预储金账户,由建设单位在该账户缴存专项用于施工总承包企业支付农民工工资的资金。未缴存或未按规定额度缴存,不予颁发施工许可证。

    Hebei recently released new written legislation mandating that, prior to commencement of building construction or municipal infrastructure engineering projects, construction units and general construction contractors must first open bank accounts for contingent funds, in which they must deposit the required funds to pay contracted workers' salaries. Construction units who do not deposit the funds or only partially deposit said funds will not be granted the required construction certifications.
