    CSRC: “the Financial Ten” to support SMEs

    证监会日前提出了支持小微企业发展的十条具体措施(简称“融十条”),包括抓紧完善制定股票发行改革方案,完善创业板制度、做市商制度,研究出台区域性股票市场发展制度等。

    China Securities Regulatory Commission put forward ten pieces of specific measures (also known as “the Financial Ten”) to facilitate development for small and micro businesses. The measures include speeding up the design and improvement of a plan for stock offering reform, optimizing the GEM and market maker system, and working on a development mechanism for regional stock markets, etc.

    Report: China’s labor market still facing oversupply

    北京师范大学国民核算研究院日前发布的《国民核算研究报告(2014)》显示,从总体上看,中国劳动力市场依然是供大于求,声称农村已经没有剩余劳动力或者已经接近刘易斯拐点的说法缺乏事实根据。农民工市民化的公共成本只要3422.55元。

    According to the 2014 Report on National Accounts Studies released by the Institute of National Accounts, Beijing Normal University, there is still a surplus of supply in China’s labor market. Opinions that there is no surplus labor in the rural areas, or that the Lewis Turning Point is coming near, are determined in the report to be lacking factual basis. The public cost for a migrant worker to become an urban citizen is only 3,422.55 yuan.

The investigations might be a sign that these MNs can no longer expect the once much higher profit in China than that in London or New York.

    《广州市积分制入户职业资格及职业工种目录》日前公布,今年新增54项工种,一共有103项工种在积分入户时可获得20分加分。包括保安员、保洁员、餐厅服务员、家政服务员等都在新增工种之列。

    According to the recently released Guangzhou Professional Qualifications and Professions Catalogue for Household Registration Point Mechanism, 54 professions were newly added, making it 103 types of professions in total that can get 20 extra points for household registration. The newly added professions include security guard, cleaner, restaurant waiter/waitress, housekeeper, among others.

    Zhuhai: housing provident fund to be withdrawn online at home

    珠海市住房公积金管理中心日前推出网上自助办理住房公积金提取业务。住房公积金提取网上申办不仅可以当天办结,而且实现了“一卡通”,无需提交资料、无需到窗口审批、无需跑银行排队,在家里上网就可以搞定。

    Zhuhai Housing Provident Fund Center recently launched an online self-service channel for housing provident fund withdrawal. The online service can be completed within a day with one card only. The whole procedure can be processed online at home, saving the trouble of handing in documents, verifying documents at office windows and lining up in banks.

    Peking University’s Center for Market and Media Studies recently released Post-90s Graduates Employment Report, which provides a detailed introduction of the employment status quo for graduates who were born in 1990s. By the end of June 2014, employment rate for the post-90s graduates was only 14.3%.

    人力资源和社会保障部职业能力建设司相关负责人近日表示,我国技能劳动者总量严重不足,仅占就业人员的19%,高技能人才数量还不足5%;技能劳动者的求人倍率一直在1.5∶1以上,高级技工的求人倍率甚至达到2∶1以上的水平。

    An official in Professional Capabilities Development Department under Ministry of Human Resources and Social Security says recently, that China is in severe shortage of skilled laborers, who only takes up 19% of the employed population, while highly skilled personnel only accounts for less than 5%. The job vacancies-to-seekers ratio for skilled laborers has maintained above 1.5:1, while that for highly skilled laborers can be as high as 2:1.

    北京市人力资源和社会保障局提供的数据,截至2014年6月底,北京市、区县存档机构共管理档案170万份,存档费于2013年1月起由240元下调至120元。不过,即便收费下降,每年产生的存档费仍逾亿元。

    According to data provided by Beijing Administration of Human Resources and Social Security, by the end of June 2014, there have been altogether 1.7 million personnel files under the management of file departments at Beijing municipal and county level. File management fee was lowered in January 2013 from 240 yuan to 120 yuan. Despite the reduction, total management fee per year still exceeds 100 million yuan.

    Wang Youjun, NPC representative of Beijing and president of Beijing Watchdata Technologies Co., Ltd., suggested recently that Women’s maternity leave should be lengthened to 3 years, with 3-year maternity allowances covered by social security or fiscal budget. The intention is to ease tensions for families with newborns.
